Brian O'Leary was not a science fiction enthusiast; he was a Princeton astrophysicist and astronaut selected for the human mission to Mars (which never came to fruition). After leaving NASA, O'Leary dedicated his life to a truth that few dared to utter: humanity is under a galactic quarantine due to our development of nuclear weapons.

O'Leary claimed to have had access to classified information confirming that ships of non-human origin (NHI) have been intercepting and disabling test missiles in the upper atmosphere. According to their research, since the beginning of the Atomic Age, objects have been detected in orbit whose only function is thermal and radiological mapping of our military installations. 

For O'Leary, the message of the Abyss was clear: we are allowed to explore space, but we will not be allowed to take our self-destruct capabilities outside of Earth's atmosphere. The "accidents" in military satellite launches and interference in missile silos are not technical failures, but direct interventions by an intelligence that considers us a kind of "high risk" for the balance of the solar system.

This is achieved through directed microwave pulses or manipulation of the local magnetic field, a technology that disables guidance systems without causing an explosion, demonstrating absolute control over our physics. The Limit of Human Sovereignty: O'Leary's warning suggests that we have lost sovereignty over our arsenal. The Abyss maintains that there is a Galactic Non-Proliferation Treaty that we did not sign, but that we are obliged to comply with under the supervision of these orbital vigilantes.
